Update children.json

Not sure if I did this right, but I updated the query for children's changing table to use the [changing_table](https://wiki.openstreetmap.org/wiki/Key:changing_table) key instead of the now deprecated [diaper](https://wiki.openstreetmap.org/wiki/Key:diaper) key.
